For regular shopping agents, everything can be paid for with Paypal (you might have to use a work around for branded items). Most agents accept goods and services (which gives you buyer protection), some of the smaller agents will only accept family and friends.

For individual sellers, some offer Paypal Family and Friends and almost none offer Paypal Goods and Services as a payment method, due to the chargeback risks.
