At this point I'm not a customs expert for all countries on this planet.

The small parcel strategy is relevant for all EU countries.

Outside of the EU you should do some quick research to figure out if people usually send hauls under 2kg or not, that should be easy enough. If that's the case, follow the small parcel strategy.
