Long term shipping discounts work under any condition, without a spending limit and remain valid for a long time, during which you can use them as often as you want. Usually, if you aren't using them you're just throwing away money.
Normal shipping coupons are usually only usable for a limited time and you need to spend more than a minimum spending limit. This means, you have to either spend an absurd amount or they just don't give you a very big discount.
