You don't have to pay the declared amount, and consequently you also can't get it back.
The only thing that could happen is that you pay VAT and/or tolls on it. So if VAT is 10% and you declared $25, you have to pay $2.50. However, customs can also say that your items are actually worth $100, then you have to pay $10. But you never have to pay the declared amount.
