First, you should follow our general instructions to logging into Weidian and getting the SMS text message verification code.
If that doesn't work, it sounds like they want you to use the mobile app to register, and that you have to provide government id. I personally wouldn't like to provide my government id, but thankfully with a few tools you don't need a Weidian login.
